Why do people say that Kaguya has no development?

Kaguya has plenty of development already and she will soon get even more. Here is what we know about her. She lived in a war torn era and was driven to the point of obtaining divine power in order to quell the wars. She then ruled the world with an iron fist and became increasingly power driven. She casted the infinite tsukuyomi on the world and is ultimately Madara's inspiration behind tsuki no mei. She is also the most powerful character in the Naruto universe to date. In short, she is an epic villain!

Furthermore, she managed to have her plans continued centuries later and even has a minion placed centuries into the future relative to her time period. All of this stuff alone is enough development to establish her as an epic villain that really knows how to plan!

As you can see, she has plenty of development. Now all we need to see is an epic battle between her and Naruto/Sasuke and we need to hear her explain the details of how she managed to unfold her plans. Of course we will see her personality as well.

However at the end of the day, you have to admit that she already has a ton of development. Kishi did a great job developing her in such a short period of time after her introduction!

1. The subject of the war is irrelevant. Probably just normal human stuff like land or resources.
2. That is something we may get soon. I'll admit that this one seems important since Kishi purposely had Hagoromo not reveal that to us.
3. Hagoromo explained it. The power got to her head and she became corrupt.
