He can remain intangible for five straight minutes, however nothing is mentioned about how long it takes to reset that limit, & since we never see obito taking a while or preparing to reset kamui again then it's implied that it's instant or near-instant.
With that being said, obito can simply warp to his dimension any time he wishes if he wants to reset his limit, meaning he
is untouchable forever. He wouldn't even run out of chakra sine he can warp to his dimension to refill if he ever gets low.

Corrected the bold, obito is dangerous if he grabs you, period. Once he does he warps you unless you have an instantaneous jutsu or a way to attack him as he's warping. The latter can only be achieved by someone like konan who had paper wings which made the warp take longer + explosive tags embedded into that paper which would explode before all the paper got warped away.
For a third time false, show me kabuto controlling 6 bijuu, the juubi, or producing juubi-sized jutsus. Kabuto has a decent amount of chakra but not more than obito.
