As I recall konoha had no jinchuuriki for the kyuubi at that time and it was under Madara's summoning contract. I personally don't see it being very different from Manda being a part of Hebi Sasuke's arsenal.

Not to mention part of Madara's fighting style revolved around using the kyuubi. (Susano'o armor and PS sword TBBs)
