Hype exists even in fictional worlds. From what you shown it looks as if it was "Said" he was such, not a definitive absolute. Are you trying to claim him better than say.... Kishi doesn't make his characters all knowing...reputation means nothing...it is not an absolute deciding factor. Maybe Hiruzen never encountered one of the people who could beat him. remember Hanzo vs Pein?

Naruto said it in the bell test...it was kinda contradicted later with scenes of Kakashi looking to Shikamaru to develop strategies. there is also the fact that naruto said that when he ha just returned and hadn't seen Shikanaru, Lee, or Sasuke(i think he mentioned his sharingan?) in action after 3 years...so he was probably referencing the kid versions.
