If that were true, we'd see Madara being kicked around like a Barbie doll.

It'd be Sasuke>Itachi>Madara and Tsunade>Tobirama>Hashirama.

Same for Shikamaru>Shikaku but Shikaku was leagues ahead to the extent that he could win a game of Shogi without Shikamaru even realising he had lost.

Seldom has this surpassing ideal come apparent, so why do people always presume they will surpass their formers?

That's the whole point of the war, it's not properly done.
The war's "message" in a way, is for the present generation to surpass the previous ones. Look at all the Edo Tensei, they were mostly sealed.
Eventually, Madara (Sasuke) will be surpassed, same with Hashi (Naruto) and Tobirama.

The problem with themes in any writing is that they are heavily subject to interpretation, in this manga in particular, many of the so called themes that are regularly touted as being such have never been explicitly stated to be so in the manga as far as Im aware nor by Kishimoto himself. These are just common ideas that are propagated within the fandom. And people take these themes too literally (reification), on what basis should we assume the theme of "new gen > old gen" means literally that every single member of the new gen should surpass a related member of the old gen (e.g. new hokage > old hokage), at best you apply this to characters between which parallels have been established. The theme may be metaphorical (i.e. new gen will break cycle of hatred).

Well the later generations would be improved. like saying naruto has surpassed minato but now the idea is that legends like madara is past the level of the new generation.

Well it's not a general rule...When there are characters as Hashi and Madara is difficult to do so....But I think that ideal is not only referring to power but wisdom too.And it's applied overall, not to single characters.
