If you go by the manga
4th hokage is the strongest ninja ever noted by raikage
Madara is invincible stated by itachi
Hashirama can't be beat by obito kakashi orochimaru noted by kabuto when he said not a ninja alive can beat the 1st

Pretty much almost everyone on NB accepts Hashirama can't be beat by ANY ninja, at least Hashirama fanboys believe that and many more do, Raikage doesn't know every ninja dead and alive so just because he stated it doesn't mean Minato is the strongest, and Itachi didn't state Madara was invincible.
