Because it is relevant. Compare Naruto to other Shonen mangas like Bleach and OP, and you'll see that there is a lot more romance in Naruto.

You can't really blame people for talking about it since Kishi is the one who brings it up numerous times.

there are also people in the world who are fans of romance..

I say it's great to have that kind of thing in Naruto Series. It gives a different look on how to view the manga...
it also serves as some sort of motivation and driving force for character development
