Not once have I seen anyone call him that. Only hooded man.

When the images of him first came out, it was assumed his face would be hidden by a mask. The Masked Man thing came about way before it was revealed he didn't wear a mask, so it stuck for a while. I don't see it anymore in threads I go to though, usually either Shin's father or the hooded man.
