Why do Kille Bee and Naruto control their Tailed Beast in different ways??

I mean Killer Bee he can actually transform INTO the 8 tails but Naruto he only has a yellow aura of flames around him. :shrug: Why doesn't Killer Bee have "Aura flames around him" or why can't Naruto transform into the 4 tails Kurma or something when ever he feels like it??
