No the one in the mask isn't Shikadai because he's a Konoha ninja and part of Ino-Shika-Cho. Plus the leader says OUR father meaning they share the same father and if the guy on the left is Gaara's (which it is) they all are then.

Well, when I read it, I couldn't make any sense from it. You need at least 3 numbers to find the simplest pattern (hence use "always"). 1;4;7 <== you can say you "always add 3 here". 1;7 <=== how can you can conclude anything from 2 numbers :sdo:
