Why do fillers have better animation than canon?

I mean I understand when fillers have a connection to the canon to be created in a fine way since they can be considered a part of the canon. What I don't understand is why they do it when it has nothing to do with it. For instance, a filler called "Sai's day off" was animated Hiroyuki Yamashita! I mean seriously! Is there any reason behind it in any economical way? Is there any clever reason for prefering to use good animators in fillers instead of canon?

I guess with fillers the producers and artists have more control. I guess they rather put effort into their fillers. Canon should be easier to animate, in my opinion. To fail at animating something that is already partially drawn bemuses me...perhaps they have to draw it differently and that's where the challenge lies? I don't know...

Lol it's not just a matter of pick as you make it sound. Otherwise, there wouldn't be a difference a high budget episode and a low one.

But it's not like that only person animates it to say that it's because of having inspiration. For instance many filler episodes with that ship arc fillers were animated by 4 animators each and one was done by even 5! So it's also a matter of more animators that they're used for them.

So you think that the animators alone decide the plot of the fillers? Quite the contrary I think that there is a specific group of people who're doing that and the animators just do the whole work. Besides, as I said to the guy above, they use more animators and therefore it's not a matter of creativity but of how many animators are worked for them.

A lot of of it is because of the movie productions, mixed with bad luck/bad timing. There are about 5-6 months out of every year where most of Shippuden's best staff are taken off the anime and moved to the yearly movies. And it just so happens that a lot of canon arcs are running during those periods.

The Rock Lee anime can take some blame as well., a couple great animators were taken off Shippuden during that period to work on Lee.

As for the the Chikara arc, it was originally being produced as the movie for 2012, that is why all 6 episodes were movie quality. Chikara was canceled and replaced by Road to Ninja for 2012's movie, so they salvaged it and turned it into anime episodes instead. Also I'm pretty sure they actually lost money on the Chikara project, they're lucky Road to Ninja did so well, so I think that softened the blow from Chikara's loss.
