why do fans downsize characters?

by downsize I mean say someone is weaker than they actually are namely this done to previous versions of characters..
like how some people say itachi could beat tobi but hed lose to rinnegan obito for sure. even though tobi is capable of wrecking itachi but some would downsize an previous version of a character completely forgetting what made them so strong in the first place.
