Look harder than
i'm part of at least 3 Naruto forums, and i have seen a lot more ppl to this day overrate Tobirama than overlook him. In fact, you have it completely wrong. If anybody's younger bro has gone the whole story being underrated, it's Madara's.

Izuna isn't even close to being underrated, people give him feats yet have never seen him battle.

Well he used it twice actually. First trying to save Naruto's ass from getting drained, second attempted to finish Madara with his spit.

Aside from that, there weren't any suitable opponent to use it against. His ninjutsu was uneffective so Obito was out of question. Against Madara, that wouldn't worked so he tried to finish him off with a suprise attack using his FTG.

He had two opponents at the war, against one Ninjutsu wasn't working. The other one had Susano'o as a defence and able to absorb ninjutsu though I doubt Tobirama was aware of that there.

But he did use it in the war though, although admittedly, taking into account what we've seen from other characters, his level of water style usage wasn't eye-catching.
