why didn't tobi warp

when sasuke was fighting itachi, tobi stalled konoha teams , why didn't he warp some of them. Tobi killed only angel and danzo servants, he could have warped even kakashi at that time(If he touches it is over, that's how he was portrayed)

even in this fight tobi didn't warp kakashi, he was not focussing on kakashi at all
what does this mean? does tobi want kakashi to live and improve kamui, does that help tobi?
