Why didn't they make Gai a tokubetsu Jonin?

A tokubetsu jonin is a jonin skilled in a specific area right?
Well since Gai isnt very skilled at Ninjutsu or Genjustu, Taijutsu is his specific skill so why isn't he tokubetsu jonin? :shrug:

Special Jonins are just chuunin level people with Jounin level abilities. Like Anko:Shes chunnin level but her leadership and tracking is jounin level.

Guy/Gai is Jounin level or even low-kage tier.

Pretty sure Iruka's a Chunin.

Gai is the greatest taijutsu user the Narutoverse has seen, that we know of, anyway. His work ethic and training also helps him in regards to leading teams.

haha Iruka is only a chunin if I remember right XD!

Anyways like he mentioned....Special-Jonin seems to be more of a middle rank between Chunin and Jonin...also, they seem to specialize in some sort of action that doesn't exactly refer to direct combat: Ibiki being in in charge of interrogation. Anko seemingly in charge of chunin exams.

Gai has exceptional skill in overall combat skill. While he doesn't specialize in Ninjutsu or Genjutsu based attacks, he still has the ability to utilize them. It has already been mentioned that he does in fact have a summoning. He could have easily had other techniques such as the tranformation jutsu, or the replacement jutsu (the Log).

Iruka chose to be a chuunin to stay teaching at the Academy. He's skilled enough to be a jonin (he was only a little bit under Mizuki, who was already supposed to a jonin, and that was 3 years ago).

Gai's way too powerful to be just a tokubetsu jonin. Simple as that. He took Kisame, who's stronger than 95% of jonin.
