Edo bosses are all nerfed because they are not at 100% before they are dead, not even closed to their prime.
Thats why hashi feared when obito was going to revive madara to his prime.
If all edo bosses has been revived to their prime, is full controlled of them self, i doubt alliance will win this war unless all hokage are at their 100% prime
