I know, that's the sad part about it. The only time we have seen the one tail in part two was WHEN Akatsuki made the mazo absorb it from gaara. Yes when indirectly saw it, but its chakra is what we saw. I don't know why kishi didn't bring the one tail back, he was badass.

It probably would have been weak so ineffective since he is only one tailed beast. The amount of power a biju has is determined by the amount of tails it has. The Kyubi is on a completely different level compared to Ichibi. It's also plot, I mean it's like saying for example, why didn't Madara use Perfect Susano when he first appeared the battlefield OR why didn't Itachi create a clone and do two jobs at once like stopping Edo Tensei and stopping Madara and Obito?
