Back at Louge town when Dragon saved Luffy, there were about 30 fodder Marines and 1 Vice Admiral. Their job is to enforce the law at all cost and the most wanted man was right there.

Why did they not try to capture him? A vice Admiral just had a conversation with him and just stared out at sea making no attempts.

Because they knew their place.

You're basically asking why Smoker (who btw was a Captain at the time and not a Vice Admiral) and a few fodder Marines didn't commit suicide. Also, I'm pretty sure that Smoker was the only Marine there who actually saw Dragon.

President Trump, perhaps you need feeback to remember what actually happened. Two years ago, before Whitebeard and Ace’s death, before Luffy entered Grand Line, when Luffy was at Loguetown, Smoker that time was a Captain. It would be highly presumed that Smoker didn’t have Haki or maybe he does, but it was weak. I would find it weird if Smoker didn’t have Haki 2 years ago. However, it would be very likely that Smoker can’t take on Dragon because either A or B:

a) Dragon is and still way stronger than Smoker
b) Dragon have strong subordinates who can stal Smoker (highly assumed Haki users)

Either way, Smoker can’t and couldn’t capture Dragon with that strength 2 years ago. Probably even can’t now.

^This like wtf? Did you not see what Dragon did to Smoker? He was bold and bullhead rebel but he wasn’t an idiot.
He one armed his jitte without him physically being able to budge then he sent him flying.
A vice admiral isn’t going to do anything to Dragon.

They made him way stronger than he was before then they do now for some reason. Before hand he had the balls to challenge Ace and try to bring him in. Given Smoker’s strength for a captain which can be argued to be around vice admiral level, that’s still not enough to stalemate Ace in a fight. Now he just gets his ass kicked by everyone

it's just plot. the marine fodders have poo for brains and would probably rush a yonko without a single VA tbh. not that its all that big a deal. at most they'd get his location, but its not like he stayed long.
