The leaf at the start of shippuden had alot weaker naruto who was low jounin level , kakashi and gai who were weaker than their war arc version ( they improved alot from fighting strong opponents) , tsunade ( who isnt really that strong) and if you dont count jiraya because he doesnt stay in the village . Thats there man power . So the main power are kakashi , gai , naruto and tsunade


The cloud had yugito and killer bee who are extremely powerful and have full control of their tailed beasts . C , darui and raikage who are powerful . So the main power are yugito , killer bee , C , darui and raikage .

also omio, Nurui and jay could take out the kohana 11 besides neji .

also remember elite squad of cloud nin took out the 2nd hokage , so cloud village beating the leaf village is nothing new

lol when I put gai and kakashi its pretty hard to make case , after their performance in the 4th war its clear kakashi and gai alone were alot stronger than the five kages put together . However kakashi and gai got alot stronger as the series progressed at part 1 kakashi couldnt handle ninjas like itachi and orochimaru at the end of part 2 war arc , kakashi was taking out powerful nins known throughout history in seconds the seven swords men, teleporting tailed beasts, destroys the arm of gedo maze and was fighting more than 1 level akatsuki at the same time he improved at least 5 times fold . same with gai.


Gai wouldnt use gates he only used it because he was fighting madara and the war was going to end . Darui is powerful if he fights kakashi 1 vs 1 or C backs him so its 2 vs 1 . There still would be yugito , killer bee and raikage any of those three could solo tsunade low diff . Gai is the only opponent who might then cause problem . Naruto at the start of shippuden would lose against any of the five on the list 1 vs 1 . As naruto couldnt fight deidara 1 vs 1 shows he wasnt very powerful against the highest level fights . The cloud still have omio ,samui , mabui ,narui would could deal with the low level ninnjas as well
