You don't just hear something and act straight away. You need to find out important things, like who and how many people are involved in this plan and many other things. Imagine if it was one crazy fodder uchiha who was planning this, it would be a waste of a KA

We don't know how long the plan had even been contemplated for, he may have found out late and decided to do it that very night.

Well if he did do it on him he could of orderd him to:
.tell the other uchiha to stop and it would only lead to more misery.
.speak to the hokage and and elders about how they think they have been oppressed by the senju.

As the Hidden Shinobi rightfully put it stopping one person would not end the rebellion there are other people that can take fugaku's place.It wasn't just him that wanted revenge the entire clan did.Not to mention after hearing out Danzo which is the reason why sasuke even had an option to stay alive.Itachi incorporated the eye into his plans for sasuke.He was to be the hero of the leaf.

However, Itachi said that the eye wasn't ready, when he fought Sasuke/gave the eye to Naruto, so basically it couldn't have been ready during the uchiha massacre or the 2 years before it.

The other eye, which Danzo stole, is what he tried to use. However, it has a completely different effect, and if you can't see the difference, I revise you to re-read the manga in those chapters, where both eyes were used. Not really in the mood to make an explanation right now.

Fugaku wasn't the entire Uchiha clan and he wasn't it's dictator.

Besides the eye, which Itachi used, would probably not work. Since which command would Shisui set to stop the massacre? Tell Fugaku to stop it? But if it is impossible to do that with simple "conviction" / "talk no jutsu", it would result in him trying to kill them. That is how powerful the jutsu is.

The other, however, has less risk, but its effect can be stopped. It's only believable that he used it on Fugaku at some point, but it the effect worn off, as he was killed.

The 3rd possibility is that he was part of Danzos root. This has been suggested in theories before, because of his clothing etc. In that case Danzo could have commanded him to plant the idea in Itachis mind, to want to kill the clan, for the village and his younger brother, and after he took the eye from Shisui (who couldn't stop it due to seals etc.)

Also Shisuis eye abilities are perfect for doing spying tasks, which he would be doing as a root. And it would explain, how he awakened MS, since he had to kill his closest friend. Well, just my conspiring thoughts, but it's all possibilities, which can't be overlooked.
