Naruto and Madara were the answer.

Sage Mode

-Madara need to absorb Hashi's sage chakra to get Hashirama's SM. No one ever gained SM just from having previous Sage Mode user body without any Sage training. Its manga fact.

Wood release.

-Naruto have his arm made entirely by using Hashirama's Cells yet he still unable to used Mokuton. Manga have evidences on this and that. Thats mean its on you which one you want to choose as the reason/answer.

Shin had to master the cells to use Wood Release. He's not Hashirama or Madara.
