Because Sasuke&Naruto always were portrayed as equal through the manga(with few exceptions). If EMS Sasuke was allowed to use full PS, it wouldn't be alright, since Naruto would be left with his small BSM Kurama avatar which = v3 legged Susanoo. Kishi made Sasuke use PS only after Naruto received rikudou chakra so his RSM avatar growed to it's size, so they could be equal again, which is kinda bullshit, because PS still should be even bigger, but oh well..

thats like asking why didnt he use his MS v4 in the kage summit. its possible he hadent unlocked it yet until that moment considering his soosano development has always been depicted in stages. its been that way since he got MS, from ribcage to skeletal(v2) in summit to v3 against danzo to v4 against kakashi. after v4 the next soosano development was legged soosano which was what he first did and then ps. rinnegan has nothing to do with it.
