Well, it would require him to kill people in order to bring them back, which is something Sasuke never really was about.

Sure, he become reckless in the end, but only wanted to kill people for his revenge, he's not a killer.


But anyways, the main cause is that Kishi has to stop somewhere with the Edo tensei abusing.

Besides, Itachi has been put through enough in his life, that Sasuke realises that it would be selfish for him to want his brother backwhen Itachi just can't be happy with everything that has happened,

Obito said it himself, Itachi was PRAYING for the release of death, he was living a nightmare and couldnt forgive himself for killing his own parents as well as the rest of the clan. While im sure he would be happy to be with Sasuke, he's just been through too much to really be able to live normally, he's better off dead where he doesnt have to suffer anymore.

they don't need to be, he could bring them back. it's like if your brother got sick and you wouldn't give him medication to make him better because he's 'already gone'. or I guess it would be more like you need to sacrifice someone to bring him back but even then you could just get someone about to die.
