Why didn't Sasuke place Naruto under his control and seal him in Chibaku Tensei?

I dunno how to post scans, especially on this primitive phone of mine, but why would I need to? It's common manga fact that Madara was controlling Kiri and the Sanbi when Rin was a jinchuuriki, if you don't even know that then should you really be debating here?

It's not that he was holding back. It's that it couldn't have change anything

1- Infinite tsukuyomi won't work on kaguya for obvious reasons(she can cast and deflect it herself with her rinnegan)
2- Multiple CT is useless on Kaguya as well. It would either be absorbed or destroyed(chakra arms or gudodamas could do the job)

Close quarter combat with sealing with the sun and moon sign was the only way
