Why Didn't Sage Hagoromo Awaken Third Eye (No Bashing Plz)

Lets Compare Uchiha Madara & Sage Hagoromo
1. Both have Rinnegan
2. Both have Indra & Ashura Chakra
3. Both are Juubi Jinchiruki
So Question Arises Q:Can Sage Hagoromo Awake Third Eye ? just like Madara bcoz He & Madara are Same in every way (Comparison above). Many of u Say dat Madara hv Shinju tree dats why bt Dat tree was ressurected by Juubi Jinchiruki Obito. Dat means Any Juubi Jinchiruki can Summon God Tree Shinju(Obito has Summoned Tree with just 1 Rinnegan eye). So Question remains Why Sage didn't Awaken Third Eye?
