Why didn't rasenshuriken work on third raikage

In the episode paradox naruto's rasenshuriken didn't work on the third raikage when stated that wind style is lightning style's weakness. In naruto it is stated that when certain affinity's go against each other, like fire style and wind style, it actually strengthen the attack of the other. So when someone would use wind style against fire style it would increase the power of the fire style attack. So why isn't this true against the raikage who was using lightning style to cloak his body. Wouldn't his lightning style, which is very powerful, increase the amount of damage done by the rasenshuriken. Just stating the because I know that in the episode the rasenshuriken just looked like it usually does when I think it should have changed something about it when the two styles collided with each other.

In theory, it should work, because no matter how tough the Raikage lightning armor and skin is, the rasenshuriken mostly affects cells even though it does kill you, but the reason is because the Raikage's skin is tough as hell... Doesn't make that much sense, but everyone said he was unstoppable, and I'm not arguing, it's the manga after all

He wasn't using it in an offensive manner.

It was regulated in a supplementary way to increase the synapses connections through out his body for increased speed and reflexes.
Basically the lightning chakra was going throughout the body being converted to more electrical impulses.
Its not as if the resenshurkien was colliding with another lightning based attack.

He also renowned for his tremendous level of durability.

(Which is a very important to note which you oddly forget to take into consideration lol since the question your proposing is about his high endurance)

well the attack should have come into contact with the lightning style no matter what since it attacks at a cellular level

It did work ... But the raikage was edo ...thats y rs did not coz too much injury to him ...his edo body was rejuvinating it

A few reasons, firstly the raikage is very resilient even without his lightning cloak armour. Also he is an edo, he regenerates quickly if the damage isn't fatal. These two traits combined gave him the ability to survive any attack. No better reason really, that seems to be enough for a kage.

He was Renowned for his Durability. So Kishimoto Backed up this Claim by showing that His body can Even withstand the Rasenshuriken!

It didnt work because of his defensive lightning which is stronger than wind, his natural endurance and toughness, and combinethat with the regenerative abilities from edo tensei and that explains why Rasenshuriken didnt work.

Now IMO it should have worked considering it destroys every cell and even the chakra network, but again wind is not as strong as lightning so 3rd Raikage was able to reduce damage.

wind is lightnings natural weakness so it should have worked better against it as the lightning would have boosted the wind

I think if he wasnt an Edo, it would work after second Rasenshuriken, the first one would damge chakra pathways, and cells in his skin enough to get killed by second Rasenshuriken
