[Spoilers] Why didn't Orochimaru do that before? Did he needed Sasuke smh?

We see in latest chapter that Orochimaru knew the process to have his arms back from the God of Death and thus liberating the 4Hokages, but my question is, if he really did know, why didn't he do that before? Why did he wait that long? Did he needed Sasuke smh?

He didnt have time to. After losing his jutsu, he needed to get Sasuke. After training Sasuke, he turned on him and that was that. Orochimaru wasnt able to really accomplish anything he wanted, as Sasuke was his man goal at hand.

Oro was surprised when 3rd pulled it out so he possibly researched constantly but with Sasuke and training him
For so long paying attention to him and want his body for his arms
And sharingan so he didn't pull a sneak job in the village cause he probably couldn't do to security
Again he was pre occupied with Sasuke more and he was very very ill bed ridden cause he waited to long so he didn't have time like I said to go to the leaf probably and then he goes and gets sealed in Sasuke
Instead of vice versa
Then shows himself after so long in itachi and Sasuke fight
Then sealed away again so this was the only perfect time for him to do things cause he still didn't have his arms
When Sasuke revived him but he was normal no illness cause he started fresh with the revival

And the leaf no occupied at all so no sneak job for them more like a walk in
As they did and a lil stealth which they did all black
Sasuke jumping around so he don't care cause no one is really there

Probably because they place they needed to go to was by the village, and oro couldn't really just go waltzing into Konoha being an S-rank missing nin who singlehandedly waged war on Konoha and f*cked a lot of sh*t up.

Well because he was more interested in sasuke.
He trained sasuke so that he could take over his body but things didn't go his way and he ended up being sealed in totsuka sword.
Since then he was out of story but then sasuke revived him again and the first thing he did was get his hands back.
