Because it was Orochimaru's goal to guide Sasuke just like Tsunade guided Sakura and Jaraiya guided Naruto. Sasuke could only learn how to control his hatred by one who knew hatred. The story wouldn't make any sense if Sasuke was an angry good guy. His anger had to be molded and tested. Oro doesn't care about the eyes or the body.

To the people who offer Itachi as a reason for Orochimaru's missed oppurtunity; you do realize that Orochimaru did not even meet Itachi until after the Uchiha had been massacred & Itachi had joined Akatsuki, furthermore upon their initial encounter he did not view any differently from his other victims which is why he walked right into a genjutsu that cost him his hand, not to mention Orochimaru abandoned the village close to around the same time Minato became Hokage when Itachi was a toddler at most, it quite simply is a plot-hole, one of many in Naruto that can be covered by some creative writing.shodaimeicon:
