Why didn't Oro have an Edo army?

We know Orochimaru has a limited Edo Tensei technique, he brought back the 1st and the 2nd at lower power levels than usual. Yet it takes 3 years for Kabuto to take over and perfect the jutsu- realising he can bring back and control many at once. Here's my question- why didn't Orochimaru have an Edo army before attacking the leaf?

Kabuto's understanding of Edo Tensei couldn't have been any better than Oro's and it was clearly Orochimaru's strongest and most useful jutsu. If he had just put more research and effort into that jutsu alone and then gone around collecting corpses like his smart predecessor would do, Orochimaru could've taken Konoha effortlessly. Someone clearly needs to stop spending so much time regurtitating swords and putting snakes inside of snakes.

Also little sidenote: Anyone else find it HILARIOUS how the third hokage made such a big deal out of sacrificing himself to a reaper that Orochimaru had full access too anyway? He may as well just signed up for the Orochimaru Edo Army.

He could've totally prepared one for his Konoha attack! But yeah, plot no jutsu is pretty much it. :\

I don't think the Jutsu had been developed to that point yet to be honest. I think it was only after Kabuto absorbed Orochimaru's cells and gained his knowledge that he was able to figure out a way to perform a largescale Edo...

kabuto is a whimp. the jutsu wasnt developed like it is today, oros strongest jutsu is not edo.. and im sure of the 3rd knew oro could bring back anything from the reaper, he wouldnt of sacrificed himself. u.u

Kabuto has sage mode, so his chakra can handle that many dead summons. If Orochimaru had sage mode he would have done the same thing but he is too busy researching immortality and fantasizing sasuke's body.
