Pretty much this. If he was selfish and only wanted Rin back, he could have just Rinne Tensei-ed her. Instead, he decided to change the shinobi world on a global scale (via IT), hence the purpose of the war. He didn't start the war solely for the sake of Rin, as he stated before.
