Why didn't Obito transplant Nagato's other rinnegan into Sasuke?

he gets a whole lot of jutsu which he is still learning with his EMS.

1 Rinnegan would took out his Susanoo and 1 MS technique.
it would give him some rinnegan technique but still EMS have good technique.

also why will Obito give Sasuke Rinnegan?
He can easily be manipulated and can betray him anytime.
