Because it wouldn't have done anything, whatever damage he gets before using Izanagi stays, only damage received after can be changed. Thats why Danzo had to use his Hashirama DNA to create that tree to move him out of the way if Sasuke's arrow when he deactivated Izanagi. As for not first using Izanagi then Rinnegan rebirth, maybe since it's a Rinnegan jutsus, it's side effects were just that great. The Sage could use COAT with the Rinnegan all he wanted without going blind but when used with the Sharingan they will go blind and the limit varies (Izanagi is like COAT as Obito explained to Konan). It can also be because he was going to sacrifice his life to save everyone in order to make up for his crimes

Obito, like Nagato can't use Madara's MS jutsus, if he could then he would had but I doubt he even knew what Madara had besides Susanoo. Second part, Obito didn't have any of that, he was weakened and laying on the floor since he just lose all Bijuus, then black Zetsu took over his body then he lost the Gedo Mezo which further weakened him
