From a plot perspective, he didn't need it in The Last, and in the Boruto movie, the focus was more on Naruto and Sasuke fighting as a team and giving Boruto the limelight.

When he fought Toneri he didn't even need to use it, since the opponent was pretty weak. But what about Momoshiki? He made quite trouble to him and the others, Rikudo mode would have for sure saved his ass a little better.

2. Notice how Naruto's eyes are RSM eyes and they lack toad sage mode pigmentation (which indicates that it is RSM and not BSM)
3. Notice the short length of Naruto's cloak during the fight with Momoshiki. It is short like that of RSM rather than long like BM.

Naruto used RSM against Momoshiki. He simply combined it with only Kurama's chakara instead of the chakara of all 9 bijuus. Remember, RSM itself looks nearly identical to Naruto's base form with the exception of RSM eyes. The addition of bijuu chakara is what adds the cloaks. Therefore in short, Naruto did not lose RSM.

Also, Toneri wasn't weak. He was rikudou level, but he just wasn't as good as Naruto. He'd still solo everyone in the manga save for Naruto, Sasuke, Obito, Madara, Kaguya, Hagoromo, Hamura, potentially Indra/Asura, and Momoshiki.
