Why didnt naruto learn more?

Sasuke wasn't kage level until he absorbed orochimaru, sasuke was jounin level after timeskip beating a stronger opponent doesn't mean your level is higher.

OT: to improve the overall jutsu he had but the main part was to control the fox but that didn't work out that's why jiraiya had the suppression seals.

He was definitely stronger than Kakashi at the time and Kakashi is high jonin/low kage level. He became even stronger when he absorbed Orochimaru.

Also I never said because he beat Diedara he's low kage level. His overall strength and abilities make him low Kage level right after time skip.

I have a theory for why Naruto didn't learn any new jutsus training with Jiraiya. I think it was because they had too many incidents with the ninetails. We do know that Jiraiya was almost killed. Once he was able to deduce the causes and also the degree that the ninetails will spill out of the seal, he focused on other kinds of training.

Remember that when Naruto began learning a new jutsu after he came back to the village, he did so under the supervision of a guy with a special ability who could suppress the ninetails chakra.

Well the reasons why he didn't progress much are :

1. He is a slow learner.
2. Kishi wanted to show us his training and progress along the way.
3. Kyuubi chakra made it much difficult for naruto to learn ninjutsu.
4. Naruto didn't even knew what nature type he is, which suggests jiraiya mainly focus on him trying to control kyuubi chakra rather than learn any new ninjutsu,something for which naruto wasn't ready yet.

Sasuke was not low kage level when he was introduced in shippuuden. More like mid jonin, maybe high jonin if we stretch it.

Are you kidding me? What you're stating seems like you're implying Hebi Sasuke is completely different from PTS Sasuke. Hebi Sasuke is the same as PTS Sasuke. Reason why is because he absorbed Orochimaru before Hebi was created. So PTS Sasuke has the same abilities and jutsu's as Hebi Sasuke.

The jutsu's and feats Sasuke has done in base/sharingan mode and CM all the way up right before he gained Mangekyou are PTS Sasuke's overall strength and abilities.

and as for orochimaru taking on 4 tails that doesn't help your case orochimaru was even weaker after his battle with naruto due to the body rejecting him and the 3 year time limit was up.

While Sasuke went from like chunnin to low kage level.

Jiraiya improved Naruto's taijutsu skills, Taught him how to break genjutsu, improved his timing with Shadow clones (meaning his chakra control improved since you have to build up the chakra and release it much quicker), Naruto's strategy/analyzing/ planning skills improved (he was the one to think about how to beat Kakashi in the bell test afterall no matter how dumb it might seem), increased his stamina to the point that he can make over two times Kakashi's chakra, improved his summoning ability to summon the other giant toads, Train to control the chakra cloak mode 1-3 which isn't easy since you have to learn to use it as you control it (Naruto made a barrier to blast Kabuto back remember), I believe Naruto also learned a few about sealing jutsus enough to understand it cause he knew how to sign the Key seal for his seal. He also was able to summon weapons and shoot a kunai from his sleeve for quick access.

Also That jutsu was not the FRS since Naruto didn't even know his element until Kakashi trained him on it, you can't learn that without knowing how to make your element and Naruto had no clue about it. Also Naruto was said to need Kurama's chakra to master it, Naruto was learning FRS with Yamato binding Kurama's chakra and mastered it with SM. Also "that jutsu" was mentioned after Naruto mastered FRS and learned SM

P.S. Sasuke was mid jounin base and high with sharingan and low kage with CM. Plus Tsunade, the highest person in re-guards to medic/health/drugs/cures even believe Orochimaru used drugs or forbidden jutsus to increase Sasuke's growth during training since his growth is unnatural

The way I see it is PTS Sasuke is leveled like this: Base is mid Jounin, 3 Tomoes is high jounin and CM is low Kage. After Absorbing Orochimaru he didn't really get any stronger but he did gain a healing ability and was able to use Orochimaru's jutsu (Oral rebirth and some snakes jutsu) but his skills didn't improve much so he would still be low kage with CM. MS (before Susanoo) was low kage and after gaining Susanoo he was mid (since I still put his skills lower than other kage level ninjas we seen).

Yup, Kakashi even said Sasuke became too strong from what he heard and Sakura and Tsunade believe Orochimaru used Drugs or forbidden just to speed up his growth during training.
