Village wouldn't have turned into a battleground. Momoshiki himself can't keep up with Naruto/Sasuke's full speed without absorbing Kinshiki, so it was for plot convenience that he got to do what he wanted. Otherwise he would've been overwhelmed in CQC, his Rinnegans destroyed, turning him into a fodder.
