It has to be attached to his chakra. That's why he was reaching to grab it, and why Tobirama had to physically touch it in order to teleport it. No he can't just look at something to teleport it. But I'm sure you know that, so I really don't know why you asked this question

It may have been stuck on him when he teleported but once he got back to Sasuke and Naruto it was no longer attached to him

But minato has excellent reaction time, to the point that he was able to toss his kunai before raikage made love to his face with his fist, the only reason tobirama got to the stickybomb before Minato is because he saw it first. if minato was aware of the fact that he had the sticky bomb with him when he ported, he could've gotten rid of it beforehand.
