Technically Minato could have tried to finish the job and kill Obito...
but Hokages liked to leave people unattended when it would have only taken a few more seconds to kill.

Look at Hashirama taking 10 years to talk to Sasuke about Madara's friendship. Meanwhile ....
people should have been getting killed in the war.. If the bad guys wanted to , they could have wiped out most of the freaking army.., but luckily for the manga readers and good guys they didn't.
