Why didn't Madara make his own Six Paths like Nagato did?

Correct me if I'm wrong but the quality of the paths depend only on the rinnegan user, not the actual people's abilities when they were alive.

What I wonder actually is why didn't he instead choose to revive himself by Nagato as soon as possible? And instead of doing that, he told them to first get the tailed beasts and only then revive him...
