he should have used it before to save law or something
its simply bad writing


maybe luffy just doesnt give a **** about lawl and was laughing on the inside when doffy was raping the shit out of him

Nope, it isn't a plot hole but I think you mean inconsistency rather than plot hole. Both are wrong. Luffy assumed that his haki coated punches will be enough to take him on till Mingo started dodging it easily and said his punches are weak. He also got pissed over what he said at end, when he was blaming Luffy and co. for all this trouble.

If you feel its bad writing then maybe you shouldnt be following one piece at all. Oda cant just reveal all of luffys moves at once , room needs to left for him to become stronger through out the series. Besides one piece is build on suspense.

Who uses there strongest tech first? As well as the fact its probably highly risk and self damaging.

Also...

A plot hole, or plothole -- is a gap or inconsistency in a storyline that creates a paradox in the story that cannot be reconciled with any explanation. These include such things as illogical or impossible events, and statements or events that contradict earlier events in the storyline.

Even if what is said isnt true how would what your saying be a plot hole?^^

Why? Why would he go in full offense without a reason? He tried doing it first with haki only.That's not a plot hole XD

I wondered the same! I'm guessing it means either luffy only learned the technique on his way to dressrosa and didn't have it available before (like how he started using gears in the ennies lobby arc) or there is some condition to using the ability that makes him avoid using it. I hope it's the former so we get to see him use it a lot more often and not just for the occasional boss fight (like zoros asura...when is that coming back?!?).

He only decided to use it because of bird cage time limit he probably thought he could defeat doflamingo without bit the time limit forced him to go all out

I sometimes seriously wonder how some people's minds work...the only thing that was shown in this chapter were two panels with Luffy just saying "Gear Fourth" and while there isn't even the slightest reliable hint to what Gear 4th might do, so many people are complaining about how now Gear 2nd is nerved, that it's a plot hole and whatnot.

In most cases the strongest techs often have the most severe drawbacks. For all we know Luffy might only be able to use it for a limited amount of time and then he might not be able to move for an hour. With other words if Gear 4th wouldn't seal the deal, he would be pretty much dead, hence it would be nothing more than plain stupidity to use it if you have other alternatives. Another possibility is that it might cause a lot of collateral damage, meaning it would be too dangerous to use when there are too many people in the vicinity. You say he could have saved Law, did the thought might occurred to you that he couldn't use it because Law was there? You do not know at all what Gear 4th might do, so how is it possible you could call this a plot hole? Seriously.

As we do not know what Gear 4th does, a possible scenario is that you just said that it's bad writing and a plot hole because Luffy didn't use an attack that could have killed Law earlier to save Law ~_~

Also no one lets their characters use their strongest techs from the get-go. Why? Putting aside that it often would be overkill, that is what really is bad writing. What you call bad writing is what almost every mangaka does as it's plain out boring =/
