Why didn't Kishi...?

Why didn't Kishi make an manga(canon ofc) Arc based on Road to Ninja movie?
I mean, if he made an Arc instead of a movie, he would have got more chapters, meaning more money(i think), and more episodes. About the story, this would have developed the characters we didn't see much in action more, giving people a better idea of Minato's strenght as an example. Duting this arc he could explain a lot of things that will maybe remain unexplained even in the end.
What do you think about this? Wouldnt it be a better idea?

Everything I said before was about introducing this Arc in the main series. Just like Itachi Pursuit Arc. It is an arc of the main series.

Most likely his editers pushing them out the same happened to oda with one piece BUT like oda kishi is writing the story to road to ninja so this movie can be considered cannon

In Dragon Ball there is much more info about characters(even with number describing their powers). Is this make DB more interesting? I don't think so.
