This question is better asked this way, why does anyone in the series EVER punch of kick ANYONE, since EVERYONE always carries around a ninja tool of some sort. Answer is because sometimes you may not be intending to KILL someone but would rather converse with them first, perhaps the act of reaching for a tool may take too much time, perhaps in the heat of the moment you just didnt react that way, etc...
