Kaguya is the origins of everything, she could probably use the six path Justus if she wanted to.
I mean didn't her will (black zetsu) just used rinne tensei on Madara to revive Kaguya?
Madara is able to use them without his eyes
Taught Obito without the rinnegan, and he learned to use it without it.
He noted to use his will in the Justus of six paths, I guess what black zetsu and blind Madara did is a fine example.
