Why didn't Kaguya use IT on naruto when they were 1v1 ?

The hagoromo we see now would be stronger than the hagoromo who fought kaguya.

Kaguya used IT[infinite tsukiyomi] in the past long before sage was even born.
She can use it with her eye powers, why didn't she use it on naruto when they were 1v1?

I can understand why she didn't use it when he was with sasuke, because sasuke can break IT with rinnegan but she could have easily beaten naruto with minimal chakra usage if she used IT on him ?!?

If that happen, there will no plot development after this, because Naruto is the only one that can carry the plot forward with his MC biased power.

Sasuke is non factor here.

what i was trying to say is , so6p gave them those seals and those seals can easily seal kaguya.
He said he gave it away, means if he hadn't, he himself would have dealt with the situation ... which makes me think only one thing, so6p can solo kaguya at that time.
