This has been posted already. Answer: He's nothing special, mere fodder to expand on Kakashi's character.

But he's stronger than the Sannin, still would've been cool to see him in action

Plot hole? I don't know, because his father was known to be one of the best. So it's kind of confusing as to why Kabuto didn't revive him..

yea i think its obvious that anyone whos not been summoned means kabuto could not find the DNA of the mentioned person

Fodder who's said to be better than the three sannin together....

I don't really care, either way he was created for a sole purpose, and that purpose has been fulfilled. It doesn't matter how strong he is, he's still fodder. Case closed.

Either he's not special or Kabuto didn't find enough DNA.

I think Kakashi burned his body so bad that no one could recognise him again. He fell so bad about his father that he could have actually done that. xd

Notice that when he never visit his fathers tombstone. Maybe he didn't even had a grave cuz no one could see his body. Kakashi destroyed it:p

What? What kind of reasoning is that? Kabuto brought back weaklings but he leaves out The White Fang?

Uh... IDK. Only logical reason is he couldn't find DNA. He was better known than the 3 Sanin, and Kabuto quickly told Tobi he wanted to use J-Man but he couldnt get his body. J-Man < White Fang Hype, he definetally would have resurrected him if he had the opportunity.

You have to have their DNA to ressurect them, he might not have been able to find White Fang's
