why didn't kabuto amplify nagato with itachi like he did with edo madara

if kabuto found enough dna to amplify madara with hashirama why didn't he just do the same with nagato and itachi he could have put itachi face on nagato or just put nagato face on itachi's body.

those two combined would be much stronger than then separated if he really wanted to make certain to defeat the nine tails and eight tails and they are like kage level like the five kages why wouldn't he do that amplification like he did with edo madara since he going against two tailed beast's it doesn't make sense if he would do it against the 5 kages but not the jinchuriki's.

do you think there is a reason for this not happening or it was just for naruto to survive?

kabuto said he fixed madara body and combined them and kabuto should be able to do it since he has orochimaru data of putting hashirama face on danzo so he should be able to put faces on people and add kg like what he did to himself of the sound genjutsu and kimminaro bones.

but he doesn't know how to use ocular jutsu's like itachi so he would gain tsukuyomi,susanno and weapons, amerterasu and his skills.

nagato with mangekyou sharingan abilities would have made him more dominant in taking two jinchuriki's down

Nagato was not his trump card, He knew that Madara realeased the Rinnegan. so in other words hyping up Nagato was not all that important considering Madara also had the powers of the Sharingan as well and adding to a better Rinnegan.
