I don't really understand what you mean, but I don't really think it's a waste, I mean he could have literally stopped the entire war, and got Sasuke back to the village to protect it, without him ever knowing the truth.

He had obtio following an ultimatum and Koto would just have sasuke figthing obito and saving the world as he did either way so I don't get what you mean.. plus he died by his brother's hand to give him EMS ensuring if he went rogue he'd be strong enough to protect the village by koto
His whole deal was about protecting & empowering his brother then the Leaf.. he could've saved the world War arc but wanted his brother to flourish and live however he chose to.
And His eyes are why Sasuke could undo IT so He pretty much saved the world and naruto is one of his many students who tnj'd obito giving Him another W lol

And no Koto wouldn't have Sasuke fighting Obito either way.
For Example, Itachi kills Zetsu, Uses Koto on Obito to stop him, either have him protect the village, or kill the remaining Akatsuki or whatever, then still lead Sasuke to Kill him, so that he can take his eye, Sasuke would then end up going back to the village, because he has no reason not to. This would leave Madara with no way of reviving, except for Kabuto, which isn't a real threat, because edo tensei Madara would still need to capture a few of the Jinchuuriki, wouldn't have Obito to Gedo Art him back to life, and if the clause was that Obito had to protect the village, Madara would have to fight Naruto, Sasuke, Obito and the rest of the shinobi alliance without being the 10 tails host, AND this is all if Kabuto even decides to bring back Madara, without Obito's grand plan to guide him.

Except Sasuke still almost went on to destroy the village, many Konoha Shinobi died durning the War, and the village itself was blown up by Pain, all of this could have been avoided if he had simply done what I said.
Why didn't Itachi use Kotoamatsukami on Obito rather than save it for Sasuke?
Like Itachi decided to die by Sasuke's hand, so that Sasuke would return to the village and protect it, but then kept Kotoamatsukami as a backup plan in case Sasuke found out the truth about Itachi and decided to destroy the village. He was also worried about Obito getting to Sasuke first and telling him the truth so he implanted a timed Amaterasu attack into Sasuke's eye in an attempt to kill Obito should the two ever meet, this ofcourse didn't work. So why didn't Itachi instead use Kotoamatsukami against Obito from the very beginning, then die by Sasuke as originally planned, then Sasuke would go back to the village, Obito could have also returned to the village theoretically, and the War would have never happened, and the village would be safer than ever.

Itachi was cautious (but not afraid as in the canon manga he gives an ultimatum to him and in the canon novels he gives him a death threat if he crosses the line and hurts the village/Sasuke) of Obito, but if he had been able to use Kotoamatsukami, he would have like you said. But he could not.

Itachi could never acquire Senju DNA (never had a direct source for it- he wasn't exactly in possession of any Senju corpses) and the eye was on recharge when Shisui gave it to him. It was useless for ten years (Itachi was 11 going on 12 when Shisui died, it was not ready until after his death at age 21). It was even useless up until their fight, so he could not set it up as a final trap to be activated via Sasuke on Obito like he did with the amaterasu. It was not done charging until long after he had died, long after Sasuke knew everything and it was too late. Itachi kept the eye so that Danzo (who had stolen Senju DNA) would not get it and as a promise to his late best friend. That is all.
