Why didn't Itachi use Tsukiyomi on Danzo?

-Kill an Innocent Toad
-Takes Shisui's Eye and Force Him To Commit Suicide
-Try to Kill Kakashi for his Sharingan
-Tricked Hanzo into War
-Conspiring with Orochimaru
-Blame Itachi for Uchiha Clan knowing the truth
-BS about "for the village"
-Tried to trick the other villages


I don't wnat to find all of them but you get the point

Itachi didn't know everything Danzo did.
If he knew Shisui couldn't protect himself against him, how can Itachi (who obviously looks up to Shisui)? In Itachi's mind, Danzo > Shisui > Itachi
Even if he tried, Danzo would use Izanagi and rip his eyes out just like Shisui (although he'd lose Shisui's eye).

how dumb are you? he tried to kill hiruzen, told his anbu to NOT protect the village, kept Uchiha away from 9 Tails which could have saved Minato's Life, tried to steal Kakashis Sharingan, Succeeded in stealing Shisui's Sharingan, started war by tricking Hanzo

because Danzo totally didn't think he was a random root agent, Itachi could have just looked into his eyes when he told him he was going to destroy the leaf if he touches Sasuke

That would have been the dumbest thing to do. What good would it have done?

Prior Uchiha Massacre= cause Village to distrust Uchiha even more and cause definite war, considering that an Uchiha just tortured a village elder.

After Uchiha Massacre= Hurt village elder and then Danzo/Hiruzen would kill Sasuke or they would reveal the truth and tarnish the Uchiha name by making it revealed that they were village traitors through their coup. And if Itachi killed Danzo, that would weaken Konoha considering that he was leader of Root.

Using Tsukiyomi would actually make things worse.
