What the hell? That's not how Izanami works. Izanami works in response to people who tries to run away from what's actually presented in reality. Plus, it requires Itachi to perform the exact same process.

Let say Itachi use Izanami on Sasuke before he fight with Kabuto.

It will waste his time because he need to stop edo tensei. If he use Izanami on Sasuke, he will lost a partner to fight Kabuto because Izanami loop experience by Sasuke will not stop immediately. And its not easy to fight Kabuto alone.

Look what happen when Itachi get trapped inside Sound Genjutsu. He need Sasuke to break out from it.

I dont think losing one eye is a problem for Itachi when facing Kabuto. But yeah he need a partner to stop Kabuto and if Sasuke is trap inside Izanami, Itachi job to stop Kabuto can be very difficult

Naruto need his hand destroyed to change Sasuke. Thats the hard way to change your friend. If Itachi knew this would happen to Naruto and also Sasuke, I'm pretty sure he will use Izanami on Sasuke.

A few reasons, really.

He didn't use it on Sasuke before he died because he was hoping that killing him was all it would take for Sasuke to be satisfied, and he already had a backup plan in case his first plan fell apart, which it did, of course.

He didn't use on Sasuke after being briefly reincarnated because there were much, much more important things to deal with, and a much, much better use of the Izanami available that would result in him leaving before he could use it again.

Moreover, time was of the essence. It took at least some hours for Kabuto to come around. At best, it would have takenmuch longer for Sasuke, which means he wouldn't have been able to go and help on the front until it was too late.

And if Itachi was at all confident that Sasuke would be able to bring himself out of the Izanami before he died of starvation, then he wouldn't have tried to use Kotoamatsukami to forcibly brainwash him into the right set of mind.

That would be pathetic. Plus, Itachi would waste those eyes because he lacked stamina and chakra (couldn't utilize them to the full potential) and he was ill and couldn't live long enough (he knew that very well).
