Why didn't Gaara's mother shield activate before the war arc?

Its his mother's will that does the automated defenses so why didn't the mother shield ever form prior to his fight against his dad?

True. He was aware of her love so he created a jutsu due to her will, and her love (placebo or not) gave him great power...and a new stylish jutsu too

Gaara was not aware that it was his mother who defended him this entire time. It was believeed to be the tailed beast so when he became aware when his father told him he was able to activate it fully since he gave up his anger
