Why didnt Danzo use Koto on the Hokage?

He could have simply ruled from the shadows by using Koto on any of the Hokage in their respective times. Just curious if any1 knew why he wouldnt/

The Hokage is garden 24/7 by Ambu perfect witnesses for Danzo treason trial.

Because the village has sensors like the dude working under Mei. And just like him someone would have eventually noticed she was being controlled. Still, it would have made for an interesting plot twist though.

Because if he got by some chance, that would've ruined his standing in the village and besides Hiruzen gave him free reign of the root and their black ops. And he meddled in everything he perceived as a threat to the village and ****ed up each and every one of them in the long run. But he was content with what he was doing imo and thus didn't use the KA on Hiruzen.
